Anthony Gatt and Noel Muyco Aguilar who have for many years each operated Recruitment Companies in their respective countries being Malta and Singapore have formed this partnership in Malta to select and provide qualified staff for the home, hospitals and other medically oriented institutions. These include live-in domestic staff, and live-in Carers and Nurses. They will also on request supply staff for more senior grades  within the medical profession.

CMIS Ltd started operating in Singapore in the Care business several years ago. They enticed Filipino staff to Singapore by offering them domestic positions to which with time they added a training element on how to provide practical medical assistance which allowed them to become adept in dealing with needs of persons suffering disabilities. Together with the natural caring characteristic of so many Filipinos they gained a reputation for providing quality staff and a demand for openings soon started to occur in neighboring countries. Today CMIS satellites or sister companies can be found as far afield as Honk Kong, Madrid, Canada and very recently Finland. The extension to Malta as a result of the teaming up of the two managing directors of CMIS and MHCS led to the setting up of CMIS(Malta)Ltd.

The aim of the company is to provide personnel who offer a high standard of assistance and care for the infirm, elderly and families of busy professionals. Initially the aim was to concentrate supply on the Maltese market where the viability and emotional aspect of moving the elderly into homes is being seriously questioned. In Europe there is a definite drive to reverse this trend and Britain seems to have taken the lead in keeping such people in the comfort of their own homes looked after by their Carers. CMIS is contracted to supply such companies operating in the field of care in Britain and there is also interest from elsewhere..   

The situation in Malta is that employment regulations give preference to local staff over foreigners, however, if subsequently, no local or EU personnel can be found to fill the post the authorities will consider a request for the employment of a third country expatriate if the needs of the individual qualify for such assistance.
